This is a common error caused by Windows User Account Control (UAC). You can go to Start Menu and type CMD in Search programs and files box. Right click on the CMD icon, select Run as Administrator, type msiexec /i C:\htmleditor.msi in the command line and press Enter.
Another solution is to disable UAC. Go to Control Panel > System and Security > User Account Control Settings and set the slider to Minimum.
